after recently ruining a teenage girls mini-golf game by dropping his trousers and masturbating, 41 year old dana ross stegall was arrested on his 15th indecent exposure violation in the last dozen years.

serial flasher stegall was considered such a problem case that local city prosecutor frank hollon was moved to offer him an unusual plea-bargain -chemical castration.

stegall turned the bargain down, went to trial and was found guilty of indecent exposure. again. the exasperated judge is now entering his own plea to the lawmakers by asking that indecent exposure become a felony offence upon an individuals' fourth conviction.

stegall was sentenced to seven consecutive one-year sentences for 7 counts of indecent exposure in 1994, and since his 2001 release, he has been arrested a further seven times for the same offence.

as a last ditch effort, current prosecutor hollon offered stegall no prison time if he would agree to chemical castration, involving drugs that suppress the production of the male hormone testosterone and reduce the sex drive.

"i'm aware chemical castration is a little bit out there, but this is a guy who falls through the cracks" holland said. "something has got to be done about him. something has got to stop it."

stegalls' lawyer, pascal bruijn, replied by saying that he "didn't think that's an offer that can be taken seriously. if a man has to choose between his manhood and six months in jail, i think the man will choose jail".

whilst some u.s states already have in place laws for chemical castration of the most serious of sexual predators, (although not alabama where this is based), indecent exposure is not considered a serious enough offence on it's own to warrant such action.

stegall as a rule turns down plea offers, and has appealed convictions in municipal, district, and county courts. "he makes them go to a trial every time because he enjoys watching the children describe his private parts." hollon said.

this latest arrest comes two days after stegall was again charged with indecent exposure when he allegedly drove to a fast-food drive-through window and masturbated. he also reportedly exposed himself to a terrified woman and then followed her car for some miles before she called police on her cell for help.

earlier this year, stegall further maintained his innocence in yet another incident by claiming that his pants "accidentally fell down” in front of two young women while he was “looking at the ocean at romar overlook".

after asking to be let out of jail while he appeals his current case, stegall promised he would not get arrested again, saying: "i'm in enough trouble already". judge holland denied this plea and has set a trial date for stegall, although it seems unlikely that the outcome will be any different this time, or even the next.

extreme as it is, is chemical castration the answer for cases such as this ? . how would you feel knowing that such a thing was now within the power of the law for repeated sexual offences that do not involve any actual physical penetration or attack ?. lets' face it, the guy is a sicko, but he's no rapist.

the damage he causes is largely psychological, as over a dozen terrified women and children could tell you. but he's willing to go to jail for his 'pleasure', and as such has no real motivation to cease his activities. if he can't be stopped by the law, then what can stop him ?.

Wow chemical castration! I'm sorry but that's so funny! Do they really think that the man is going to choose to lose his man hood than go to jail!? Why don't they just do it to him instead of letting him have a choice. But I guess then again that would probably be against his rights or something.

exactly, cb. they can't. they're giving him the maximum applicable penalty for 'indecent exposure', and because that's all he's really doing, he only goes to jail for 6 months.

Great article migs! It reminds me of a story my Mum once told me...

She and her youngest sister were on a train many, many years ago. The man sitting opposite decided it was time to share his genitals with his rather young audience. Rather than being embarrassed or enraged, my mother simply turned to her little sister and said 'It's not very big, is it?' Needless to say, said penis went back in its pants and ran off with said flasher in quite a rush!

So, to be perfectly honest, I'd love to run into this flasher and see how he deals with this kind of ego blow!

True, but I still think it's ths same kind of thing. It may not be as bad, but it's along the same lines, and he should be punished accordingly!

That's tough Mumsy, I don't know, it's such a sore subject for many people. He definatly needs to have harsher punishment! Big Bad sally has spoken!

probably well over a dozen.  there are a couple problems here.  it's my understanding chronic or serial flashers often accellerate their impositions. for every complaint, there are very likely many more victims who didnt report him. like otis on the old andy griffith show (the town drunk who used to lock himself up when he was smashed, for those who arent familiar with the show or character; benny hill routines also come to mind), there's a comic element in the abstract, but in real life its nothing to treat lightly. unfortunately, chemical castration without concurrent counseling and treatment isnt necessarily effective.  the la sheriff's department, under a special federal court order, has relegated an entire floor of its jail facilities to house sexual predators whove served their sentence but arent being released due to a state law prohibiting discharge unless/until it can be reasonably determined they no longer present a danger to the community.  accepting chemical castration is taken as a means to that end.   clearly it's a violation of the inmates' civil rights--theyre allowed special privileges but relase isnt one of those--and puts the justice system in a very bizarre position.

I think there should be a multiplier effect in the sentencing for a serial offender.... Basically if you're caught and convicted a 4th-6th time, your sentence can be doubled; 7th-9th, tripled, 10th-12th, quadrupled, etc.

I think this is a perfect argument for giving repeat offenders the death sentence. Let's face it, there comes a time when there's no helping them and they're better off dead.
